LIVESTOCK HEALTH REQUIREMENTS

These requirements apply to all species and breeds, unless identified as pertaining to a specific specie.

 

a.       All animals must be identified by a unique and permanent tag, tattoo, brand, ear notch, or records of unique physical attributes as accepted by breed associations.

b.       Animals known to be infected or exposed to any contagious infectious or external parasitic disease and animals restricted by quarantine are not permitted on the grounds.  Animals will be subject to inspection by show officials and will be rejected if evidence of disease is apparent or if health certification or identification documentation is not acceptable.

c.        No animal showing clinical signs of contagious, parasitic or infectious disease, including active ringworm, warts, lice, foot rot, sore mouth, and mange, will be permitted to remain on the grounds.

d.       A Certificate of Veterinary Inspection, signed by an accredited veterinarian must accompany all animals.  Interstate animals exhibited in Pennsylvania must meet Pennsylvania requirements and must be accompanied by an Interstate Health Certificate to be eligible.

e.       All health certificates must be presented to Superintendent immediately upon arrival on the Fairgrounds before animals are unloaded.  In addition, each exhibitor must complete and sign an “Animal Owner or Caretaker’s Verification of Veterinarian-Client-Patient Relationship” form, as required by the Pennsylvania Department of Agriculture.

f.         Cattle:  For Pennsylvania Cattle:  A 2005 Certificate of Veterinary Inspection dated March 1st or later is required.  It is strongly recommended that all cattle entering the show be currently immunized against IBR, PI3, and BVD.  Rabies vaccination recommended.  All drug and vaccine label directions should be followed, including but not limited to milk and slaughter withdrawal periods.  For Out of State Cattle:  Brucellosis tests will not be required if the animal originates from a certified brucellosis free herd.  Animals originating from a brucellosis free state may enter without prior brucellosis tests.  BEFORE ANY ANIMALS ARE IMPORTED FROM A CLASS A STATE – OWNER MUST CHECK WITH THE BUREAU FOR REQUIREMENTS.  Animals 15 months of age and older shall be tuberculin test negative within 60 days of the opening date of the show.  Tuberculosis tests will not be required if the animal originates from an accredited tuberculosis free herd.  Cattle except those imported for slaughter purposes only shall originate from, and be members of, or natural additions to, a herd that has been blood tested and negative within 15 months of entry but prior to 120 days of shipment.  The individual test eligible animals to be imported shall be blood test negative within 30 days of shipment.  The herd test dates and certified free herd number shall appear on the health certificate.  Tuberculosis test eligible animals shall be cattle over 15 months of age.  A test will not be required if the animals originate from and are members of an accredited tuberculosis free herd.  Test eligible cattle shall be test negative within 60 days of entry.  Certificate of Veterinary Inspection required within 30 days of entry into the Fair.  It is strongly recommended that all cattle entering the show be currently immunized against IBR, PI3, and BVD.  Rabies vaccination recommended.  All drug and vaccine label directions should be followed, including but not limited to milk and slaughter withdrawal periods.

g.       Swine:  For Pennsylvania Swine:  An official Certificate of Veterinary Inspection, signed by an accredited veterinarian must accompany all swine.  The certificate must be issued within 30 days of the opening date of the show and list all animals.  Pseudorabies negative test within ninety days of opening day of show or originate from a qualified free herd.  No Brucellosis test is required.  For Out of State Swine:  An official Certificate of Veterinary Inspection, signed by an accredited veterinarian must accompany all swine.  The certificate must be issued within thirty days of the opening date of the show and list all animals.  Pseudorabies negative test within thirty days of opening day of show or originate from a qualified free herd.  Brucellosis requirement – all breeding swine over six months of age must be negative to a brucellosis test within thirty days of the opening day of the show or originate from a validated brucellosis free herd.  All swine from negative pseudorabies Qualified Herd must include the Herd Number and the date of the last quarterly or monthly herd test on the certificate.  The Certificate must also show this statement:  “Herd of origin has shown no evidence of Pseudorabies within the past twelve months.”

h.       Sheep:  All sheep except wethers must bear an official USDA/APHIS identification to be exhibited at the show.  Sheep from flocks on the Scrapie Flock Certification Program must bear the Official eartag, tattoo, or electronic eartag or ear implant.  For Pennsylvania Sheep:  A 2005 Certificate of Veterinary Inspection dated March 1st or later is required.  Rabies vaccination recommended.  All drug and vaccine label directions should be followed, included but not limited to slaughter withdrawal periods.  For Out-of-State Sheep:  Sheep imported into this Commonwealth shall be accompanied by an approved interstate health certificate, which shall include a statement that the flock of origin was inspected and found free from symptoms of scabies or other infectious or contagious disease.  Certificate of Veterinary Inspection required within 30 days of entry into the show.  Rabies vaccination recommended.  All drug and vaccine label directions should be followed, included but not limited to slaughter withdrawal periods.

i.         Goats:  All goats except wethers must bear official USDA/APHIS identification to be exhibited at the show.  The only exceptions are those goats that have a registration tattoo and have been coded with a premise ID number.  For Pennsylvania Goats:  A 2005 Certificate of Veterinary Inspection dated March 1st or later is required.  All drug and vaccine label directions should be followed, included but not limited to milk and slaughter withdrawal periods.  For Out-of-State Goats:  Certificate of Veterinary Inspection required within 30 days of entry in the show.  All USDA identification requirements must be met for interstate movement.  All drug and vaccine label directions should be followed, included but not limited to milk and slaughter withdrawal periods.
